What Regulators Actually Look For in a Nigerian EIA Submission

Approval delays are rarely about science. They are about traceability, baseline defensibility and stakeholder evidence.

An Environmental Impact Assessment is judged less on the elegance of its prose than on whether a reviewer can trace every conclusion back to a defensible measurement. Where sampling stations are poorly justified, or where baseline seasons are missing, panels return the report irrespective of the quality of the mitigation plan.

In our experience across Cross River, Akwa Ibom and Rivers State, three areas account for most review cycles: incomplete dry and wet season baselines, weak socio-economic sampling frames, and mitigation commitments that are not costed or assigned to a responsible officer.

Building the report around an auditable data chain — field sheets, chain-of-custody forms, accredited laboratory certificates and GPS-referenced stations — converts a review meeting from an interrogation into a confirmation.
